The study was conducted between 2021 and 2022 in six metropolitan statistical areas (MSAs; Atlanta, Boston, Minneapolis, Oklahoma City, Seattle). Shops were identified using a combination of online search and telephone protocol. During the 2018 and 2021 survey periods, pairs of trained auditors visited randomly selected shops to assess regulatory compliance and promotional strategies (eg, minimum age signage), as well as to collect data on products and services offered.

Shops surveyed were almost all privately owned and operated, and most employed at least one person full time. Most had been in operation for less than 3 years and most were located in urban settings. Most customers were current smokers who were using e-cigarettes to quit or stay off of cigarettes. About one-quarter of the shops reported assisting smokers in quitting smoking.
